South Australia
Skilled Migration Program for Offshore Candidates
To help address South Australia’s urgent skills shortages, Skilled & Business Migration is increasing its nominations of offshore skilled migrants during 2022-23, with over 1,100 candidates already nominated.

Business Innovation & Investment Program Update
Due to high demand and the limited interim allocation of 70 nomination places that South Australia has received from the Commonwealth Government Department of Home Affairs, Skilled & Business Migration is taking the following measures:
Business Innovation stream (188A): Intention to Apply (ITA) process remains open
Investor stream (188B): Temporarily closed to new applicants
Significant Investor stream (188C): Temporarily closed to new applicants
Entrepreneur stream (188E): Remains open with very limited places, you must first contact a Service Provider
The Government of South Australia continues to work with the Commonwealth Government to secure a further allocation of places for the program.

Victoria
2022-23 Skilled Migration Program
Open to applicants living in Victoria and overseas, the program provides skilled migrants with a pathway to permanent residency in Victoria. The skills that successful applicants bring to Victoria benefits employers and the broader Victorian economy.
The program provides two visa pathways.
The Skilled Nominated visa (subclass 190) is a permanent visa for skilled migrants to live and work anywhere in Victoria. The Skilled Work Regional (Provisional) visa (subclass 491) is for skilled migrants to live and work in regional Victoria and provides a pathway to permanent residency through the Permanent Residence (Skilled Regional) visa (subclass 191).
As with previous years, applicants will first need to submit a Registration of Interest (ROI) and then be selected on competitive merit to apply for visa nomination.
Before submitting a ROI, applicants should ensure that they meet all eligibility requirements:
ROIs will be assessed until May 2023.
Not selected in 2021-22?
The 2021-22 program was highly competitive with over 15,000 Registrations of Interest submitted. Applicants who were not selected to apply are encouraged to submit a new Registration of Interest for the 2022-23 program.
Changes for the 2022-23 program
Onshore and offshore applicants can apply.
In addition to applicants living in Victoria, we will also be selecting applicants living outside Australia for the subclass 190 visa in all eligible occupations.
For the subclass 491 visa in addition to applicants living in Victoria, applicants living offshore can apply, noting we are currently prioritizing health occupations for subclass 491 visa nominations.
More eligible occupations
All occupations on the relevant Department of Home Affairs occupation list are now eligible, and applicants are no longer required to be using STEMM skills and working in a target sector to apply. For further information on the new eligibility requirements, see:

Applications for the Business Innovation and Investment Program are closed until further notice.
The number of applications received by the Victorian Government’s Skilled and Business Migration program exceeds the 170 interim places allocated to Victoria by the Commonwealth Government.
The Victorian Government will re-open the program if additional places are provided by the Commonwealth Government.

Western Australia
Skilled Migration
The WA Government has made changes to its migration program to support skilled workers looking to migrate to Western Australia including increasing occupations eligible for skilled migration in WA by around 60 per cent. New occupations have been added to the Western Australian Skilled Migration Occupation List Schedule 1 (WASMOL Schedule 1) and the Western Australian Skilled Migration Occupation List Schedule 2 (WASMOL Schedule 2). The list of newly available occupations can be found on the WA State Nomination – combined occupation list.
The WA Government has also waived the $200 application fee and has made changes to the requirements for new applicants as of 1 July 2022, including: Removal of the requirement to demonstrate sufficient funds for WA State nomination. Reduction in the English requirements for applicants at the Manager and Professional occupation level to the "competent" level of English. Changes to the document requirements for the WASMOL Schedule 1&2 and the Graduate Occupation lists based on the visa the applicant is being nominated for. The next round of invitations to apply for WA State nomination are anticipated to be issued in the third week of September 2022.

Skilled Migrant Employment Register
The new Skilled Migrant Employment Register is a free initiative supporting employers and skilled migrants to connect to build the Western Australian workforce.
Skilled migrants seeking employment can indicate their interest to connect with the Western Australian workforce by completing the registration form. Once registered, de-identified details are published on the Skilled Migrant Employment Register, indicating to employers the interest to gain employment in Western Australia.
Employers have the opportunity to review the Skilled Migrant Employment Register to identify talent that may align with their business needs, and connect with a skilled migrant.

State Nominations
The Western Australian Business Migration Program is open for the processing of all State nomination applications. Subclass 888 visas and subclass 188 visa extensions can be nominated, however, we are currently unable to nominate applicants for new subclass 188 visas until a further State nomination allocation is received from the Department of Home Affairs for the 2022/23 program year.

Tasmania
Skilled Migration Program
Final stage opening – all eligible candidates
The Tasmanian Skilled Migration State Nomination Program is now open to Registrations of Interest (ROIs) from all eligible candidates.
This means all candidates who meet the minimum requirements for one of the nomination pathways can register their interest for nomination. This includes candidates who are eligible for an Orange Pass.
New Migration Tasmania Application Gateway
The new Migration Tasmania Gateway Application Gateway, which will become the central portal for applying for Tasmanian skilled visa nomination, is currently being finalised and tested.
We expect the gateway to go-live in early December 2022. Until then the current interim ROI process remains in place.
Interim ROI Process
The interim ROI process will remain in place until the Migration Tasmania Gateway is ready to be deployed.
All candidates who meet the minimum nomination requirements for one of the nomination pathways published on the Migration Tasmania website must seek an invitation to apply for nomination.
Candidates who have at least one gold attribute for their chosen pathway will be immediately invited to apply for nomination.
Candidates who have at least one green attribute for their chosen pathway are likely to be invited to apply for nomination within 2 weeks.
Candidates who have orange attributes may be invited to submit an application for nomination under the interim process which will be open until early December. This will be dependent upon the volume of registrations and number of priority attributes recorded.
If you are not invited to apply for nomination before 9 December 2022 your registration will expire, and you will need to register your interest in the new Migration Tasmania Application Gateway to be considered for a nomination invitation.
How Many Priority Attributes Will I Need to be Invited?
All candidates with at least one gold or green attribute will be invited to submit an application for nomination before the end of the interim period.
It is expected that there will be very high interest in the program and in the absence of any gold or green attributes only those ROIs with at least 6 orange attributes are likely to receive an invitation before the end of the interim period. As interim ROIs will only be held until 9 December 2022, you may wish to wait until the Application Gateway is launched in December before registering interest.
ROIs lodged in the Application Gateway, once launched, will he held for six months.

The NT GSM nomination applications are now open for both onshore and offshore applicants.
Update on Business Innovation and Investment Program for 2022-23
The Northern Territory’s Business Innovation and Investment Program (BIIP) is now open for applications.
The program has limited places available and is highly competitive.
Applicants must review the new nomination guidelines and application process for the subclass 188 Business Innovation and Investment visa (provisional) and the subclass 888 Business Innovation and Investment visa (permanent).

Canberra Matrix Invitation Round: 14 November 2022
The ACT has a fixed number of nomination places available each month (pro-rata against the annual allocation). The highest ranked Matrix in each occupation were invited to apply for ACT nomination. The cut‑off for selection depended on the remaining monthly allocation, the date and time of Matrix submission, occupation cap and demand. The greater the demand for an occupation, the higher the rank of the Matrix score invited.
The minimum ranking score is an indication only and not a guarantee that an invitation was issued. Invitations will not be issued if you have an active application in the system; or if you have previously received ACT nomination.

Queensland
Skilled Program
The Migration Queensland Skilled Program is now OPEN for the 2022–23 program year to ONSHORE and OFFSHORE applicants.
The Subclass 190 visa is a permanent state nominated visa.
The Subclass 491 visa is a 5-year provisional state nominated visa with a pathway to permanent residency.

Business Migration Program
The Migration Queensland Business Program is temporarily suspended for the 2022-23 program year.
Migration Queensland’s business nomination program (BIIP) will be temporarily suspended from 8 November 2022, as MQ has fulfilled our interim allocation for business nominations.
Currently, we are only internally processing nomination applications that have been submitted.
MQ is now waiting for further clarification from Home Affairs regarding the Queensland BIIP allocation.
Further updates on any additional allocation will be posted on the Migration Queensland website.
New South Wales
Skilled Nominated Visa (Subclass 190)
You cannot directly apply for NSW nomination.
NSW nomination for the Skilled Nominated visa (subclass 190) is exceptionally competitive. We strongly encourage you to consider all other migration pathways on the Home Affairs website and do not wait to be invited.
Invitation rounds
Invitation rounds occur ongoing throughout the financial year. There are no set dates, and rounds are not announced beforehand.

The NSW Government is bolstering support for Regional NSW-based skilled migrants with a dedicated pathway for Skilled Work Regional visa (subclass 491) nomination.
The new 'Working in Regional NSW' eligibility stream recognizes applicants’ commitment to living and working in regional NSW and demonstrates support for businesses seeking to retain skilled migrants for their operations.
